Mauricio Pineda Rivera

Road Safety Audits and Inspections Specialist

Mauricio Pineda Rivera holds a Civil Engineer and a Master in Traffic and Transportation, with 35 years of professional experience, mostly dedicated to road safety, traffic and transportation. He has worked in the execution of several National and Regional Road Safety Plans in Colombia and in the construction of Technical Manuals and Guides for road signaling, road safety audits and inspections, vehicle containment systems, lateral zone management, traffic calming, regulation of speed on urban roads and rural roads, among others. His professional work is mainly conducting audits and inspections of road safety, the design and implementation of road safety management systems and advice to companies and entities.

Elías Rubinstein

Infrastructure Specialist

Elías is a civil engineer at the Universidad de la República in Uruguay and has a master's degree in transportation from the Federal University of Rio Grande do Sul in Brazil. Previously, he was a Sector Specialist in the IDB Transportation Division since 2016 and currently works as a Transport Specialist in FONPLATA. He also worked for 20 years in private consulting in management and conservation of road assets, traffic engineering, and urban transport. He teaches Urban Transport at the Faculty of Engineering of the University of the Republic in Uruguay.

Rob is the Chief Executive Officer for the International Road Assessment Programme (iRAP), a registered charity with the vision for a world free of high-risk roads. With RAP projects and programmes now active in over 70 countries worldwide, Rob works closely with key automobile club, political and technical leaders to build local capacity and deliver large-scale and long-term road safety benefits through the provision of safer road infrastructure as part of their RAP programs.

Julio Urzua

Director Americas and the Caribbean

International Road Assessment Programme (iRAP)

For 10 years, he has been the Director for Latin America and the Caribbean of the International entity iRAP. In recent years, he has led road safety projects in various Latin American countries including Mexico, Paraguay, Uruguay, Peru, Chile, Belize, Colombia, Brazil, among others. He has participated in various events organized by United Nations Agencies, Development Banks, Universities, and public and private associations. Julio Urzua has a degree from the Faculty of Administration and Economics of the University of Santiago de Chile (USACH), a Master's degree in Public Policy from the University of Wisconsin-Madison, United States (2004), and is also a graduate of the Vision Zero program in Road Safety, from Trafikverket, Sweden (2018). Until 2004, he was an advisor to the Minister of Public Works, Transport and Telecommunications of the Government of Chile. Starting in 2004, he was Director of the National Traffic Safety Commission of Chile (CONASET).

Claudia Adriazola-Steil

Deputy Director, Urban Mobility And Director

Health & Road Safety, WRI Ross Center For Sustainable Cities

Claudia Adriazola-Steil has worked in the transport sector for almost 20 years. As Director of Health and Road Safety at WRI Ross Center for Sustainable Cities, she focuses on the intersection of sustainable mobility, climate change, public health, and equity. Over the last 11 years at WRI, Claudia has been instrumental in developing one of the most innovative road safety programs in the world, significantly influencing the international agenda, as well as those of national and local governments. During her tenure, Claudia has led WRI’s Urban Mobility Program as Interim Director for a year and a half, advancing new partnerships and reshaping the mobility agenda to reflect the changes on new technology, including shared and autonomous vehicles, bike and scooter share programs, big data, among others. Claudia has experience working in Latin America, Asia, and Africa and has overseen over US$ 45M in investments.

Claudia previously held managerial positions in Peru’s national government, including General Director of Land Transportation and Executive Manager of the National Council of Road Safety in the Ministry of Transport, and Head of the Legal Department of the Superintendence of Public Registries in the Ministry of Justice. Originally a lawyer, Claudia was later trained in transport management in Germany. In 2008, she graduated with an Executive Master of Public Administration and an MA in International Relations from the Maxwell School of Public Administration at Syracuse University, New York.
